In the manga, it's pretty much established that Raimei thinks Thobari-sensei is incompetent. Even so, I think Raimei respects Thobari-sensei at least a little. I'm pretty sure Thobari is the only one she doesn't address just by their first name. Granted, it can also be interpreted as a lack of emotional closeness, but I don't think that's the case here. While we're on the subject, Kotarou may be more knowledgeable regarding jutsus and Nabari, but I still think that she holds Thobari in higher regard than Kotarou, even though he's her leader.
Camp doesn't really change much, and the fact he arrived after she did doesn't improve her opinion very much. And then she canon updated. By volume 8, she's a little less retarded, and more inclined to give people a chance and forgive them. This won't stop her from throwing the blame for various things happening to Miharu, but it does mean she'll listen to Thobari when he tells her to back off, instead of ignoring him and plowing forward on her own.
